Responsible for providing quality assurance/control procurement engineering services in support of Tank Operations Contract (TOC) activities.
Completes assignments that are broad in nature, requiring originality and ingenuity.
Applies advanced Quality Engineering theories, methods, and research techniques in the development, establishment, and maintenance of quality assurance policies, procedures, and methods.
Demonstrates understanding of the application of Documented Safety Analysis (DSA) and Technical Safety Requirements (TSR) and can review and approve safety basis documents.
Works independently, conferring with superiors on unusual matters.
Participates or Leads project-wide system audits as directed by principal quality assurance engineer or program management.
Writes quality plans, procedures, surveillances, and audit checklists.
Verifies quality standards and test procedures for design and process evaluation to attain quality economically and efficiently.
Provides quality assurance support to ensure that products are acquired and installed in accordance with governing documents.
Makes sure sampling plans, quality standards, and quality instructions are utilized in assessing the quality levels of products and processes.
Documents evaluation, testing, and correction.
Provides recommendations concerning the disposition of defective materials and maintains a continuous awareness of quality problems.
Compiles and writes training material and conducts training sessions on quality activities.
May specialize in particular area of quality engineering, such as design, incoming material, process control, supplier evaluation, inventory control, reliability, research and development, software quality, laboratory quality, or administrative application.
May provide technical guidance to lower level engineers, technicians, and inspectors.
Other duties as assigned.
Travel may be required for this position, as much as 20% depending on the phase of work.
Bachelor's degree (BA/BS) in Engineering, Science or related field and 10 years related experience, or equivalent combination of education and/or experience.
Current Qualification as an NQA-1 Lead Assessor/Auditor, with a working knowledge of NQA-1.
Previous experience in DOE O414.1D.
Previous experience in procurement engineering, particularly as it relates to application of quality assurance throughout the Project Life-Cycle.
Previous experience in the development of quality assurance requirements for suppliers and implementation of oversight throughout a project life-cycle.
Previous experience in quality control or inspections (all disciplines considered).
Familiarity with one or all Non-Destructive Testing (NDT) methods.
Significant quality assurance experience in nuclear quality assurance programs.
Previous experience in Lean/Six Sigma application (DMAIC, process capability, control and improvement).
Previous experience in corrective action, causes analysis, and extent of condition.
Experience in the oversight of engineering design, procurement, fabrication, testing, material receipt.
Experience in commercial grade dedication.
Experience in audit or surveillance, particularly in vendor facilities.
Strong working knowledge in the review and development of Quality Assurance oversight in fabrication documentation (fit plans, travelers, work packages).
Ability to provide independently, specific QA plans, supplier evaluation, pre-Evaluation, notification, reporting, scheduling, and corrective action.
Any level understanding of nuclear software quality assurance.
Experience directing or assisting other Quality Assurance Engineers and possessing the ability to work with minimal supervision.
Comfortable performing surveillance or participating in an audit as a team member or lead.
