Job Responsibilities/Duties
Washington River Protection Solutions (WRPS) manages one of the most challenging radioactive waste cleanup projects in the country. Our focus is reducing the environmental risk posed by 56 million gallons of radioactive and chemical waste stored in 177 underground tanks on the Hanford Site located in Richland, WA. The U.S. Department of Energy (DOE) Hanford tank farms contain approximately 56 million gallons of radioactive and chemically hazardous wastes, most of which originated during the reprocessing of spent nuclear fuel to produce plutonium for defense. These wastes are stored in 149 underground single-shell tanks and 28 double-shell tanks. The mission of the DOE River Protection Project (RPP), one of the world's largest and most complex environmental cleanup projects, is to protect the Columbia River by eliminating the risk to the environment posed by this waste and to protect human health. WRPS key missions are to remove waste from Single Shell Tanks (SSTs) and place it in Double Shell Tanks (DSTs), and then treat waste from DSTs to stage for eventual transfer to the Waste Treatment and Immobilization Plant (WTP) for future vitrification – a process of turning the waste into glass for future disposal. WRPS is the prime contractor responsible for the Hanford Tank Farms, and is a large company comprised of nearly 2,500 employees. WRPS was identified as "One of America's Safest Companies" in 2020; and was identified by the Association of Washington Businesses as "Employer of the Year" in 2021

Within the Tank Farm Projects organization, Strategic Programs is responsible for development, planning and management of line item capital asset projects in compliance with DOE Order 413.3B, "Program and project Management for the Acquisition of Capital Assets." This position will perform Project Management (PM) and Control Account Manager (CAM) duties for the development, design, installation/construction, testing and readiness declaration of capital asset projects that support the River Protection Project (RPP) mission.

Job Responsibilities/Duties:

* Taking ownership of and managing WRPS efforts through all phases of the DOE Order 413.3B Critical Decision process.
* Developing and maintaining productive working relationships with DOE staff, including the Federal Project Director (FPD).
* Leading development and negotiation of Contract Change Proposals (CCPs), Baseline Change Requests (BCRs) and Performance Based Incentives (PBIs).
* Communicating project requirements to other WRPS organizations and integrating their efforts to achieve successful project delivery.
* Preparing for and participating in Project Peer Reviews (PPR) and External Independent Reviews (EIR).
* Delivering products within baseline cost and schedule parameters.
* Developing and maintaining schedules, estimates at completion, variance analysis and explanations.
* Developing and presenting monthly reports for multiple customers.
* Reviewing and approving contractor invoices.
* Monitoring scope and implementing change management processes

Required Qualifications
Grade 20:
Bachelor's degree (BA/BS) in related field (project management, construction management, engineering or other project related discipline) and ten (10) years of related experience (project execution, engineering, or construction experience), or equivalent combination of education and/or experience

Grade 21:
Bachelor's degree (BA/BS) in related field (project management, construction management, engineering or other project related discipline) and twelve (12) years of related experience (project execution, engineering, or construction experience), or equivalent combination of education and/or experience.

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Grade 22:
Bachelor's degree (BA/BS) in related field (project management, construction management, engineering or other project related discipline) and fifteen (15) years of related experience (project execution, engineering, or construction experience), or equivalent combination of education and/or experience.

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased.

Desired Qualifications
* Current WRPS PM and CAM qualifications, or equivalent industry certifications
* Demonstrated ability to meet aggressive project delivery schedules.
* Demonstrated performance managing and delivering all aspects of an engineering and construction project - design, procurement (including fabrication), work package planning, construction, testing, turnover and readiness
* Demonstrated ability to manage the project baseline control process.
* Demonstrated ability to effectively communicate, interact and integrate work activities with the customer, stakeholders, and regulators.

Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.

Hiring range minimum $126,025
Hiring range maximum $204,775
