Job Duties/Scope Of Work
This position supports the Business and Prime Contract Administration staff with conducting reviews and analysis of Subcontractor accounting systems, and conducting cost/price evaluations of proposals. This position requires definitive source of knowledge, technique and expertise in cost/price analysis to help implement processes, best practices and strategic direction into the evaluation, negotiation, and award of agreements.
Job duties include, but are not limited to the following:
* Review existing cost/price analysis packages for compliance.
* Assist in the development of negotiation strategies, training and tools to support skill development of cost/price personnel and Contract Specialists.
* Assist cost/price personnel with the evaluation of perspective Subcontractor's accounting systems.
* Support the preparation of reports and/or other related documents as requested by the Director of Business and Prime Contract Administration.
* Assist existing cost/price personnel with the evaluation of perspective Subcontractor's accounting systems.
* Attend meetings with Estimating staff, HMIS Procurement Staff, HMIS Management, HMIS customers, and Department of Energy in respect to cost/price analysis.
* Assist in the implementation of process improvements for cost/price analysis.
* Assist in the development of procedures and/or desk guide for conducting cost/price analysis as a government contractor.

Basic Qualifications
-Bachelors degree in a related discipline (Finance, Accounting, Business) plus 10 years relevant experience in cost/price analysis, or related field such as Business Management, Business Operations, Construction Management, or an equivalent combination of education and experience.
- Ability to work in a multi-task, multi-project development environment.
- Ability to develop training curriculum/programs.
- Ability to train personnel of various skill levels and experience.
- Ability to work in a multi-task, multi-project development environment.
- Excellent interpersonal skills with proven ability to work in a team-oriented collaborative environment.
- Strong ability to establish and develop customer relationships.
- Excellent leadership and communication skills.
- Basic knowledge of the Federal Acquisition Regulations (FAR).
-Ability to communicate with all levels of the organization, self-motivate, manage high work volumes and establish priorities.

Desired Qualifications
- Familiarity with applicable Federal Acquisition regulations (FAR) provisions associated with cost and price elements.
- Familiarity with Hanford Site systems and infrastructure.
- Proficiency in the use and application of Microsoft Office products such as Outlook, Excel, and Word desired.
- Previous cost estimating experience for projects at the Hanford site is desirable.
- Good written and verbal communication skills, as well as familiarity with the Hanford site mission is preferred.
