Job Duties/Scope Of Work
* This position will assist the Internal Audit Director, as it relates to Subcontractor Incurred Cost Audits, in preparation, forecasting and reporting of organization performance, budgets, manpower requirements, workload distribution, and the development of resource requirements.
* Represents the Internal Audit department and reports Subcontractor Incurred Cost information to the next higher management level.
* Direct work and monitor progress of Subcontractor Incurred Cost Audits including pre-award audits, interim labor audits, and post-award audits in accordance with the Hanford Mission Integration Solutions (HMIS) Internal Audit Design Plan.
* Mentor staff on the Subcontractor Incurred Cost Audit Plan and assist with training.
* Coordinates the process improvements and technology integration on the Subcontractor Incurred Cost Audit programs.
* Make decisions in the absence of a consensus.
* Assists staff in addressing and resolving a wide variety of concerns and/or complaints; serves as an interface to ensure management is aware of such concerns and/or complaints.
* Manages Subcontractor Incurred Cost activities and encourages staff to perform assigned tasks.
* Participates as requested in the recruitment selection process for new staff hires.
* Ensures that all staff working under the Internal Audit – Subcontractor Incurred Cost program direction maintains a safe and healthy work environment and follows established safety procedures and practices.
* Maintains a high level of communication and responsibility to internal and external clients.
* Provide leadership in determining solutions to complex problems and be recognized as having expertise in a functional area.
* Supervise and be responsible for resource allocation, budget, and completion of the pre-award audit function including the proposal audit and accounting system review engagements; interim labor audits, and post-award audits.
* Responsible to approve weekly time and attendance records.
* Functions as Internal Audit customer interface and liaison in absence of the Director, as it relates to the Subcontractor Incurred Cost Audit program.
* May be responsible for interface with Department of Energy (DOE) and/or the point of contract on contract deliverables to DOE.
* Assumes Internal Audit Director's Subcontractor Incurred Cost Audit responsibilities as delegated.

Basic Qualifications
-BA/BS degree, plus 10 years of directly related experience in Audit, Internal Audit, Finance or an equivalent combination of education and experience.
-A minimum of 2 years leadership experience.
-Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), or other applicable professional certification.
-Very good interpersonal, communication, and decision-making skills.
-Proficient in Office Suite software applications.
-Familiarity with the federal government contracting industry.

Desired Qualifications
-Experience as a Buyer Technical Representative (BTR) or Cost Account Manager (CAM).
-Experience developing subcontractor incurred cost audit procedures necessary to adequately address identified risk and meet Institute of Internal Audit (IIA) standards.
-Experience using TeamMate.
-Incurred cost examination/audit experience, either prepared as examinations under American Institute of Certified Public Accountants (AICPA) or as audits under Internal Auditors International Professional Practices Framework (Red Book) standards.
