Job Duties/Scope Of Work
Hanford Mission Integration Solutions (HMIS) is seeking an Environmental Engineer to support HMIS air quality compliance, Hanford Site engine tracking, and Hanford Site Air Operating Permit (AOP) integration activities.

The Environmental Engineer will assist staff in ensuring compliance with air quality requirements. Initially this will be the development then ongoing implementation of a new engine tracking program that includes software development, writing policies and procedures, and integration with other Hanford contractors.

Other duties include interpreting regulatory requirements, preparing notice of construction applications, performing air dispersion modeling, preparing AOP revisions and changes for emission sources, tracking emissions, estimating non-radiological emissions, assisting with BACT & tBACT analysis, and assisting with the modeling (AERMOD and CAMx) and the public health risk assessment development.

The Environmental Engineer also will assist HMIS staff in providing leadership as the integrating contractor when a single Hanford response is required or directed by DOE. This will include supporting the coordination of Department of Energy (DOE)/contractor coordination meetings, supporting integration meetings with the DOE, regulating agencies and contractors, supporting the review and comment on emerging regulations, and supporting the preparation of site wide reports required by the AOP.

Assist with the following:
* The engine tracking focus will be to direct the development of an engine tracking system that includes software development, and writing site wide policies and procedures.
* The permitting focus are of the position is radiological, criteria, and toxic air emissions in order to demonstrate compliance with local, Washington State, and federal regulations.
* Providing technical support to Projects compliance with applicable criteria and toxic and radioactive air emissions.
* Applies sound professional judgment on work product with the ability to work in a team environment under sometimes-stressful situations in support of project and organizational needs.
* May develop procedure(s); author/own program plans within the area of responsibility as applicable.
* Prepare and deliver environmental presentations, training, and perform compliance and/or specialty assessments as requested; prepare technical documents, calculations, and produce models in support of air permitting as required to perform the duties of the position.
* Preparing regulatory analysis memorandum and/or interpretive guidance.
* Preparing Notice of Construction Applications for criteria and toxic and radioactive air emissions.
* Providing subject matter expert support to MSA operations regarding Clean Air Act (CAA) compliance.
* Assisting line management and ECOs in the investigation of AOP deviations or CAA non-compliance.
* Leading resolution of AOP issues affecting or potentially affecting all or most Hanford Site contractors.
* Preparing contract deliverables for regulatory agencies as required by the AOP or radioactive air emission licenses.
* Preparing or supporting preparation of environmental requirements implementation products (e.g., policies and procedures).

Basic Qualifications
Bachelor's Degree in Environmental Engineering with 7+ years work experience with at least 5 of those years directly related to air regulations interpretation and implementation, permitting, and reporting.
* Detailed knowledge of state and federal air regulations.
* Experience using the toxic air modeling programs AERMOD and either CMAQ or CAMx.
* Experience calculating and analyzing emission estimates and source parameters for development of emission scenarios and regulatory compliance.
* Experience interfacing with regulatory agencies.
* Experience with BACT analysis.
* Strong interpersonal skills and well-demonstrated written and verbal communication skills.
* Strong math and calculation skills.

Desired Qualifications
Master's Degree in Environmental Engineering with 10+ years work experience with at least 7 of those years directly related to air regulations interpretation and implementation, permitting, and reporting.
* Experience with federal and state engine regulations.
* Experience writing policies and procedures.
* Experience performing public toxic health risk assessment.
* Familiarity with radiological air modeling.
* Experience with applicable software.
* Knowledge of environmental sampling, stack sampling, sample coordination and collections.
