Job Duties/Scope Of Work
As a member of the HMIS Emergency Management & Preparedness team, primary duties involve developing, conducting, and evaluating emergency exercises and implementing multifunctional emergency preparedness programs that will effectively protect personnel, property, and the environment. These duties include identifying objectives and scenarios/injects that enable exercise objectives to be evaluated; ensuring the exercise is conducted safely and consistent with the approved exercise plan; and ensuring lessons learned from the exercise are accurately identified and documented in an after-action report. Other duties include conducting assessments of DOE and contractor emergency management programs, developing and maintaining procedures, and identifying process improvements. Interfaces with offsite emergency management agencies, Department of Energy, and contractor management at all levels. Holds a position in the Hanford Emergency Operations Center.

Essential functions for this position include:
* Making decisions and recommendations within authorized limits prescribed by manager and/or policy.
* Maintaining and updating resource materials associate with emergency preparedness plans and procedures.
* Maintaining and updating exercise planning schedules.
* Reviewing recommendations for soundness of judgment and application of standards and policies. Reviewing documentation from finished exercise to verify attainment of objectives and adherence to deadlines.
* Keeping informed of federal, state and local regulations affecting emergency plans.
* Maintaining knowledge of safety policies and procedures and performing assigned duties in a safe manner.
* May periodically instruct emergency preparedness training courses that teach employees how to effectively respond to Hanford Site emergencies.
* Participating in DOE-complex wide Emergency Management Issues Special Interest Group (EMI SIG) for the exchange of expertise, ideas, and resources among DOE and contractor personnel.
* Participating and/or reporting to a variety of meetings, committees, and other related groups.

Basic Qualifications
-Bachelor's degree and 5 years related experience or an equivalent combination of education and experience.

-Previous experience in emergency management or emergency response.
-The ability to work in the Emergency Operations Center on evenings and weekends in the infrequent event of an emergency.
-Must have excellent written and verbal communication skills.

Desired Qualifications
-Experience in the development and conduct of emergency or security drills/exercises or other emergency response evaluations.

-Familiarity with radiological emergency response practices and controls.
