Job Responsibilities/Duties
The PAAA Compliance Officer provides leadership, management, and execution of the Price-Anderson Amendments Act (PAAA) program for WRPS (Washington River Protection Solutions LLC). Recommends PAAA policies and strategies, and develops and maintains procedures. Coordinates PAAA interactions with WRPS management, Department of Energy (DOE) Office of River Protection (ORP), DOE Headquarters (HQ), other prime contractors, and corporate parent.

The PAAA Compliance Officer, responsibilities include but are not limited to the following:

*Conducts work within ethical standards established by the company.
*Interfaces effectively with WRPS President and DOE ORP responsible staff.
*Maintains all business records and reports properly and honestly, protecting company and customer assets.
*Serves as the point-of-contact for daily operational issues that may deal with PAAA, enforcement, implementation and compliance. Championing excellence in WRPS compliance and continuous improvement efforts.
*Ensures adequate integration with appropriate ESHQ, QA, RadCon, Safety and Health, and Corrective Action Management staff and management regarding PAAA actions when necessary.
*Ensures PAAA requirements are implemented and flow down appropriately
*Protects the company from enforcement actions by correctly evaluating and promptly reporting nuclear and worker safety and health noncompliance in accordance with customer and regulatory requirements into the Noncompliance Tracking System (NTS).
*Development, maintenance and distribution of the PAAA reporting program infrastructure (e.g. procedures, database, & reports).
*Management or oversight of the development of NTS closure packages.
*Management of NTS Records.
*Ensures validation of NTS corrective actions prior to closure; verifying that corrective actions address the causes, are comprehensive, and have been completed; and marking NTS and reports as "complete" or "closed" (as applicable) in NTS only when all actions have been validated.
*Data analysis, and trending.
*Knowledgeable of Codes of Federal Regulations (e.g. 10 CFR 820, 10 CFR 830, 10 CFR 835, 10 CFR 850, 10 CFR 851).
*Maintains a broad understanding of the activities and operations undertaken by WRPS.
*Based on broad awareness of worker safety and health, and nuclear safety performance across WRPS, Identifying and reporting to management areas of weakness or systemic problems not otherwise recognized by the organization.
*Maintains a "questioning attitude" about worker safety and health, and nuclear safety performance.
*Collaborate with WRPS Contractor Assurance program to improve effectiveness in promoting a culture of critical self-evaluation and continuous improvement.
*Manages or oversees screening of problems, issues, findings and conditions to identify noncompliance.
*Knowledgeable of reporting thresholds with keen sensitivity to identifying programmatic issues, negative trends, and repetitive issues.
*Facilitates coordination and scheduling of responses to DOE (EA-10) requests for information, investigations, inspections, and enforcement conferences.
*Serves as the liaison between DOE and the contractor during an investigation to ensure that the facts and technical issues are fully understood.
*Maintaining an awareness of enforcement activities and enforcement issues at other sites in the DOE complex, with appropriate follow-up to ensure that similar issues do not exist at the coordinator's own site.
*Regularly informing senior management of compliance issues, safety and security performance issues elsewhere in the DOE complex, and the status of the site's regulatory screening and reporting program.

Required Qualifications
Bachelor's degree (BA/BS) in Engineering, Science or related field and a minimum of 7 years related experience or equivalent combination of education and related experience.

Desired Qualifications
Demonstrated communication skills to senior management.
Experience in requirement flowdown, issue management and significance evaluations
Experience with collecting data, analyzing the data, and communicating results to management.
Familiarity with regulatory application and interpretation of 10CFR 851, 10CFR830, and/or 10CFR835.
