Job Responsibilities/Duties
The Department of Energy (DOE) Hanford tank farms contain approximately 56 million gallons of radioactive and chemically hazardous wastes, most of which originated during the reprocessing of spent nuclear fuel to produce plutonium for defense. The mission of the DOE River Protection Project (RPP), one of the world's largest and most complex environmental cleanup projects, is to protect the Columbia River by eliminating the risk to the environment posed by this waste. The Software Development and Maintenance (SDAM) group supports the development and maintenance of both the near-term and long-term strategic planning software used by the tank farm contractor along with various other software that is used by the group.

The SDAM group is looking for a Portfolio Manager to work with a small group of software developers and engineers to support the modeling and reporting capabilities within the group which provide support to the WRPS mission within the Engineering organization. As Portfolio Manager, you will oversee the business of discovering unsatisfied needs, articulating them as project demand, and organizing appropriate responses. Your customers are the project leads and the subject matter experts they support. The position has the following responsibilities:

- Assisting business and technology leaders with articulating new ideas.
- Elicit Technical and Software Requirements from stakeholders and customers
- Forecasting future resource capacity and reporting on existing resource utilization.
- Presenting accurate representations of project progress, health, risks, and ongoing challenges.
- Attending various steering committee and prioritization meetings.
- Ensuring the completeness and currency of project and portfolio reporting.
- Validating portfolio-level reporting before alerting senior leadership of its availability.
- Managing portfolio and project processes to maximize throughput of selected projects.
- Support the portfolio through the various stages of the software lifecycle
- Ensure procedural compliance with Software Life Cycle process.
- Preparation of necessary documentation.

Required Qualifications
Grade 18:
- Bachelor's Degree (BA/BS) degree in Computer Science, Project Management or related discipline
- Seven (7) years of related experience

Grade 19:
- Bachelor's Degree (BA/BS) degree in Computer Science, Project Management or related discipline
- Nine (9) years of related experience

Note the essential duties for this grade level are like that part of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

Grade 20:
- Bachelor's Degree (BA/BS) degree in Computer Science, Project Management or related discipline
- Ten (10) years of related experience or an equivalent combination of education and/or experience

Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is significantly larger, and the expected level of performance is greatly increased.

Desired Qualifications
- Project Management Professional (PMP) certification.
- Certifications in Agile and other related project disciplines.
- Strong understanding of project, portfolio, OCM, and Agile techniques.
- Strong interpersonal skills and the ability to perform as a member of a team.
- Strong written and verbal communication skills, along with the ability to convey and present ideas/information effectively to peers and management.
- Knowledge of leadership principles and strategies.
- Programing/Software development Experience (preferably in an OOO Language)
- Knowledge of operational process control principles and problem solving.
- Understanding of the Software Development Lifecycle.
- Proficiency using Microsoft Office Suite.
- Previous experience working in a nuclear facility or nuclear project.

Compensation & Benefits
In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.

Hiring Range Minimum: $104,175
Hiring Range Maximum: $158,875
